Our joint venture unites DT Professional Services with Nipoa Standard, an SBA 8(a)-certified company owned by a Native Hawaiian Organization (NHO) and authorized to receive Department of Defense sole-source awards of up to $100 million. Together, we can pursue larger federal opportunities with greater speed, expand our reach, and deliver enhanced value to our customers.

What can you award?

Civilian agencies: Sole-source up to $4.5M (services/other) total value including options.

Department of Defense: Sole-source to NHO 8(a) at any dollar value up to $100M (J&A required only if > $100M). NHOs are exempt from the competitive thresholds. DoD may sole-source above $4.5M when the requirement is accepted as an 8(a) sole source.

Public notice: 8(a) awards made through SBA are generally exempt from synopsis requirements (with limited special-case exceptions).

How a Sole-Source 8(a) Award Works

Identify Requirement: Define the need and corresponding NAICS code. Confirm the NHO 8(a) firm is a small business for that NAICS.

Offer to SBA: The government agency offers the requirement to the Small Business Administration (SBA), which then accepts the offer.

Waive Justification (DoD only, if applicable): For DoD contracts under $100M, a Justification and Approval (J&A) is not required.

Negotiate Directly: The government agency negotiates price, terms, and scope directly with the NHO 8(a) firm.

Award and Perform: The contract is awarded to the NHO 8(a) firm, and work begins.
